NOTICE IS HEREBY GIVEN that the Board of Education of the Liberty Central School District will hold a Budget Hearing virtually via Zoom on Tuesday May 26, 2020 at 7:00 pm (Prevailing time) for the purpose of discussion of the expenditure of funds and the budgeting thereof proposed by the Board of Education for the school year July 1, 2020 – June 30, 2021.
NOTICE IS GIVEN pursuant to Section 1716 of the Education Law, that a copy of the statement of the amount of money, which may be required for the following year for school purposes, exclusive of public money, and the Real Property Tax Exemption Report will be annexed to any budget of which it forms a part and will be posted on the District’s website and may be obtained by any resident in the District at the District Office, 115 Buckley Street, Liberty, New York, and at each of the three following school buildings in the District: The Liberty Elementary School, Liberty, NY, The Liberty Middle School, Liberty, N.Y., and the Liberty High School, Liberty, NY and the Liberty District Office during the fourteen days immediately preceding the annual budget vote and election, between the hours of 8:00 a.m. and 3:30 p.m. prevailing time, other than a Saturday, Sunday, or a holiday, together with the text of any resolution to be presented to the voters and will be available on the District website. A copy of the detailed statement of estimated expenditures will also be made available at the Budget Hearing to be held May 26, 2020.
NOTICE IS GIVEN that the Annual Meeting and Election, including the vote upon the appropriation of the necessary funds to meet the estimated expenditures for school purposes for the 2020-21 school year, the election of members of the Board of Education, the vote upon the propositions outlined below, and any other business that may legally come before this meeting will take place on Tuesday, June 9, 2020 by absentee ballot only. Absentee ballots will be mailed to every qualified voter of the District on or before May 29, 2020. Absentee ballots must be received by the District Clerk by 5:00 p.m. on June 9, 2020 in order to be counted.
NOTICE IS GIVEN: that self-nominating petitions of candidates for the office of member of the Board of Education must be filed with the Clerk of the District between the hours of 9:00 am and 5:00 pm, prevailing time and no later than Monday, May 11, 2020 by appointment only by emailing District Clerk Tania DeFrank at email@example.com or by calling at (845) 292-6990. Self-Nominating petitions shall state the name and residence of the candidate. Self-nominating petitions are to fill three three-year terms on the Board of Education effective July 1, 2020 and expiring on June 30, 2023, vacated by the expired terms of Barbara A. Kelly, Robert “Keith” Torrens and Anthony R. Sinacore.
The following vacancies are to be filled by the Board of Education:

RESOLVED that the Board of Education of the Liberty Central School District, Sullivan County be authorized to make the expenditures shown in the budget presented to the Board of Education, in the amount of $50,324,923 for the school year 2020-21 exclusive of public monies and to levy the necessary tax therefore.
NOTICE IS GIVEN that Personal Registration may be achieved on any day, Monday through Friday, 9:00 a.m. to 4:00 p.m. prevailing time at the Liberty Central School District Office, 115 Buckley Street, Liberty, New York through Thursday, June 4, 2020 by appointment only by emailing the District Clerk Tania DeFrank at firstname.lastname@example.org or by calling at 845-292-6990. At such time, the members of the Board of Registration will meet to prepare the register of the school district and during which time, any person will be entitled to have his or her name placed upon such register, provided that at such meeting of the members of the Board of Registration he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the school election for which such register is prepared. Potential voters who are concerned about appearing for personal registration due to COVID-19 risks, may register online at the Department of Motor Vehicles voter registration website at the following URL: https://dmv.ny.gov/more-info/electronic-voter-registration-application. Potential voters may also register by downloading a Voter Registration Form from the New York State Board of Elections website (https://www.elections.ny.gov/VotingRegister.html#VoteRegForm), completing it, and mailing it to the Sullivan County Board of Elections at the address listed on the second page of the form.
NOTICE IS GIVEN: that the register of the District, so prepared, will be filed in the office of the School District Clerk at the Liberty CSD District Office, 115 Buckley Street, Liberty, N.Y., where the same shall be open for inspection by any qualified voter of the District on each of the five (5) days prior to the Annual Meeting and Election, weekdays between the hours of 9:00 a.m. to 4:00 p.m., prevailing time, by appointment only by emailing the District Clerk Tania DeFrank at email@example.com or by calling at 845-292-6990. Said register will be open for inspection at the Liberty High School Gymnasium, 125 Buckley Street, Village of Liberty, N.Y. during the hours of the Annual Meeting and Election.
NOTICE IS GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at firstname.lastname@example.org or 845-292-6990. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on May 14, 2020. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. The School District will transmit military ballots to military voters on May 15, 2020. Completed military ballots must be received by the School District by 5:00 p.m. on June 9, 2020 in order to be counted.
A list of all persons to whom absentee ballots shall have been issued will be available for public inspection in the office of the District Clerk on each of the five (5) days prior to the date of the Annual Meeting and Election, weekdays between the hours of 8:00 a.m. and 4:00 p.m., prevailing time, by appointment only by emailing the District Clerk Tania DeFrank at email@example.com or by calling at 845-292-6990 and such list will also be posted at the polling place at the Annual Meeting and Election of members of the Board of Education.
